Part of Planning multilingual social marketing around self-described needs and reversible decisions

A multilingual release card template: go, modify or hold

Complete one multilingual release card per asset to reach a go, modify or hold decision: versions, reviews, render, monitoring and a withdrawal route.

When every safeguard is ready (GO)

GO allows one asset to be published only after its owner signs and every safeguard is complete: approved source and target versions, a usable display on the intended channel, successful separate reviews, tested monitoring, and a functioning withdrawal route. Keep that route available after publication for the asset.

Before deciding, enter the communication task, England coverage, eligible population, language and format requirement, accountable owner, and condition for stopping. Build this entry for one audience task from project evidence, rather than assumptions about the people who may see the material.

The ONS Census language bulletin is a dated population measure covering England and Wales. It cannot be used as an individual targeting rule or proof of a current service requirement, and it says nothing about a particular person's channel preference or consent. Treat it as population context, not a campaign selection instruction.

Do not assign language, literacy, culture, location, vulnerability, or purchase intent from names, postcodes, or profiles. Attach counter-evidence to every claim in the record and state when that evidence expires, before relying on the claim for a publication decision.

Keep a single card for each asset, identify the accountable person, and mark its outcome GO, MODIFY, or HOLD. Copy the fields below into the project record and enter actual values in every bracket. Any empty entry means pause; it is not permission to fill a gap by assumption.

Publish only source and target versions approved. Connect every target version to its source and identify who will update related versions when the source changes. For the source, preserve its version, claim owner, and date; for the target, enter its language, locale, asset ID, and source reference.

Evaluate the material as it appears on the intended channel, rather than relying on the source document alone. Government guidance on accessible communication formats distinguishes format access needs from translation and recommends quality checks by people familiar with disability material. Note checked formats, defects, and the person responsible.

Platform acceptance cannot replace independent assessment. The CAP Code requires marketing communications to be recognisable and claims to be substantiated, so decide each claim using its own evidence. The ICO's direct-marketing guidance is UK regulator material; consult its current wording against the particular route, rather than treating a general tick as approval. The UK rules that apply identify the checks this campaign needs.

Give every review its own record: name the reviewer, document examined, finding, conditions, expiry, and reason to check again. Qualified reviewers must adapt the card to the specific campaign. It is not legal, translation, tax, or financial advice; keep the evidence supporting each decision with its corresponding review entry.

Exercise monitoring before publication and identify who can withdraw the asset. Record the measure, event, eligible population, numerator, time period, and source system. Label each figure as a production check, platform observation, internally attributed outcome, or a causal estimate. Do not present platform labels as business results; name the safe alternative and retain the withdrawal route.

Repair the specific failure (MODIFY)

Choose MODIFY when a specific control is deficient, for example a display flaw or an approval that has expired. Identify the exact entry, name its owner, and specify the next check. Repeat the check on that item before updating the status; unresolved evidence is not a passing result.

Enter one line for each delivery route and compare like with like. Every line must use one approved source asset, one controlled target version, the defined eligible task, and one observation period. A route assessed using a different unit cannot be judged against the other routes on the card.

Record the account and data owner, delivery event, audience rule, evidence export, corrections, and exit. Leave the price amount empty until a quote specifies currency, VAT status, unit, quantity, period, service edition, inclusions, exclusions, and confidence, as set out in the budget template.

Keep the safer route in place (HOLD)

Choose HOLD if any safeguard is missing, an essential entry is blank, or nobody has authority to pause publication. Maintain the safer current route. Do not fill gaps by guessing or mistake platform acceptance for independent clearance of the asset.

If research shaped the plan, retain the sampling frame, recruitment path, invitations, eligibility, participation, withdrawal, non-response, and access arrangements. Keep these details available as evidence rather than relying on a summary label in place of the underlying records.

The GOV.UK informed-consent guidance says information for research participants should be understandable and provided in a format they can use. Record the material used and keep it with the research activity, so it can be checked alongside recruitment and access evidence.

Keep research participation, the UK GDPR lawful basis, quotation reuse, and later promotional contact in separate records; one shared form does not provide a substitute record for all four. Point the card to each record individually, so participation in research is not treated as permission for subsequent promotional contact.
